Is this sign clear or confusing? Explain why you reach your conclusion

Usually, people will look at the picture on the sign first as it always occupies more space than the word attached. It becomes the prominent element on the sign. For example, on the mountain, a sign with a ‘cow’ on it can easily be see, people need not to focus on the small wordings ,still, they can know there are cows there.
Here, the picture, inevitably, is the key element that I will deem as. When only considering the picture, I can understand that it must related to transportation stuff. I can see there are three taxis with three passengers getting onto each of them. I, however, have no ideas about the meaning of the three arrows pointing to the taxis. I don’t know what happens to those taxis. Does it means passengers are illegal to board any taxi at the specified area where the sign is located? There are three identical figures within the same signs because the designer wants to emphasise that it is illegal to do so, and with arrows to focus on this act?
Obviously, when I include the wordings above the picture into my interpretation, a clear answer can be reached out. “Board three taxis at the same time” – there is no “Ban” sign on the figure, it literally means that this action can be done on this area. Other than this, when focusing on the structure of this sentence, we can see that it is an imperative sentence, which is to urge one to do something.
Therefore, with the wordings and the picture, I come up with a conclusion that the theme of the sign is to let people board three taxis at the same time.
